Director General's Office
The Director General is the top leader of the hospital; he represents its founder, Brothers of Charity, and monitors the implementation of the convention between the Government of Rwanda (Ministry of Health) and congregation of Brothers of Charity. He makes sure that vision and mission of the hospital are attained. He is the Chief Budget Manager and oversees the hospital expenditures and revenues to be in compliant to the existing Laws and regulations.
The following are the services that support the Director General’s Office to achieve its mission: Administrative Assistant, Legal Advisor, Procurement Officers, Internal Auditor, Planning Officer and Public Relations &Communication Officer.

Brother of Charity & Director General of Ndera Neuro-Psychiatric Teaching Hospital
Brother Charles NKUBILI is the Director General of Ndera Neuro-Psychiatric Teaching Hospital. He has extensive experience in health care, coordination, hospital management and teaching.
He holds a Master’s Degree in Health Systems Management from Kenya Methodist University, Kenya, a Bachelor’s Degree in Public Health from Université Ouverte de Goma, DR Congo, a Diploma in Nursing Care from School of Nursing (INFAS) in Abidjan, Ivory Cost, and Diploma in Religious studies from Centre Lasalien Africain, Ivory cost. Br. Charles also has certification in Mental Health Care from Saint Martin Hospital of Dave, Belgium.
He is the Director General since 2004. Prior to this position, Br. Charles held various roles at Ndera Neuro-Psychiatric Teaching Hospital and beyond since 1989, including the role as Director of Nursing at the Hospital from January 2003 - June 2004. He was the Coordinator of HVP Gatagara; centers founded by the Brothers of Charity for care of people with disabilities in Rwanda. He was also the Coordinator of School of Mental Health Nurses at Ndera. He also taught in Biomedical Laboratory School at Gatagara.
